Garavaglia, who has always maintained that if tourism entrepreneurs do not find employees, it is not the conditions offered, but rather the citizenship income, to blame, has long since identified various solutions to the problem. One is in the increase in the entry quotas of foreign workers into Italy. The other is to leave the 50% subsidy to a seasonal worker as long as he goes to work.

The idea is actually not new: in addition to being one of the ten proposals of the Saracen committee to improve the measure, the so-called “partial cumulation” between work and subsidy was foreseen in the first Maneuver of the Best and the premier had also claimed it in Press conference. Two weeks later it was discovered that the novelty had been canceled due to cost problems. Now it is back in fashion but not precisely behind the push of the Five Stars.

Today every 100 euros earned entail an immediate reduction of 80 euros of the subsidy and the following year they contribute totally to the new ISEE, often leading to the loss of the benefit. Result: it is as if the gain were taxed at 100%. The committee wanted this “marginal rate” to be reduced to 60%.

The government had not gone that far, but had made it clear that if a recipient found a job, his salary would only contribute 80% to the determination of the future subsidy also the following year, once the ISEE was updated. But then the norm was, in fact, skipped.

Today we try to remedy by recovering the suggestions of the team led by the sociologist Chiara Saraceno which at the time were beautifully ignored. Team that has always denied a correlation between vacancies and citizenship income.

A correlation denied above all by the data considering that the INPS precarious work observatory has detected continuous increases in the activation of seasonal contracts. In the whole of 2021 there were 920 thousand seasonal hires, over 40% more than the 656 thousand in 2020 marked by Covid but 188 thousand more even than in 2019 and 260 thousand more than in 2018, when the citizenship income did not exist.

According to more recent data, see those provided by Istat yesterday, in the first quarter of 2022 there was an increase of 120 thousand employed compared to the fourth quarter of 2021 and a jump of 905 thousand more than a year earlier. Furthermore, the new employees are mainly temporary workers (+412 thousand compared to the first quarter of 2021). Fixed-term contracts increase, moreover, by 16.3% per year: a speed that is more than six times faster than stable ones. And even higher growth rates distinguish even more precarious jobs, those of intermittent or on-call work.

The positions of this type are not many in absolute terms, 228 thousand units, but they have exploded with an increase of 86.7% compared to the beginning of 2021 for the economy as a whole and record + 168% in hotels and restaurants . This exploit leads to a doubling, in one year, of the weight of intermittent work in the accommodation and catering sector, where on-call positions now represent 10% of employment.
