FUEL INDEMNITY. The new fuel allowance has been unveiled, a sort of fuel bonus paid since October and which will replace the 18 cent discount. Who will take care of it, what will be the maximum amount and the payment methods? Let’s take stock.

[Mis à jour le 11 juillet 2022 à 11h37] The fuel allowance is an integral part of the purchasing power bill presented by the government in early July. This Monday, July 11, Bruno Le Maire, Minister of Economy, provided new details on this device. If the lower classes are targeted, Bruno Le Maire took the example of a “couple who earns € 3,600 a month and have two children” as the future beneficiary of this fuel bonus.

“SMS and e-mails will be sent to those who are eligible,” he threaded, interviewed by LCI. “We have to help the working middle classes. I will be careful that the middle classes can continue to work”, he added. If the text promises fierce debates in the National Assembly from mid-July, this type of fuel bonus will undoubtedly be one of the central points of this project aimed at countering or at least limiting the effects of inflation.

After presenting the schemes last Thursday on the sidelines of the Council of Ministers, Bruno Le Maire then detailed the terms of this new system. The fuel allowance will thus be able to offer up to 300 euros of “bonuses” to beneficiaries. Beware, not all French people will be affected. Unlike the discount of 18 cents per liter valid from 1 April for all motorists, the fuel allowance scheme will target families who use their car to get to work and whose income is below a certain ceiling. Only active people will then be able to receive it, which has led the government to call this aid “fuel allowance for workers”. This type of fuel bonus will range from 100 to 200 euros, with a 50% increase for large reels, which will allow some beneficiaries to receive 300 euros.

How much will the new fuel allowance be?

The contours of this new device are not yet clear. On Monday 4 July, a representative of Bercy, consulted by the newspaper Le Parisien, evoked a payment “at once”, with a “fixed amount for everyone, whether they travel 5 km or 30 km a day to go to work, and a bonus for the great runners who cover more than 12,000 km a year. “This Thursday, July 7, the presentation to the Council of Ministers and the subsequent statements made it possible to get to know this bill better. The government is counting on several amounts depending on income:

  • 200 euros for people whose tax reference income (RFR to be found in the tax return) is less than 9400 euros,
  • 100 euros for those whose reference tax income is between 9,400 and 14,100 euros.
  • An increase will be possible for heavy rollers if the workplace is “particularly far” from home. This increase for big riders will be 50%.

Who will benefit from the fuel allowance?

Bruno Le Maire admits it, the choice made by the government is “political”, that of targeting people who work and go to work by car. Bruno Le Maire did not mention the condition of the resources on the morning of 7 July on the Europa 1 antenna, but the system should still include income criteria, based on the reference tax income of households (see above in the paragraph on the amount). Questioned by Le Parisien on 4 July, a Bercy official thus evoked the figure of “11 million families” interested, close to 12 million finally confirmed on Thursday 7 July during the presentation of the bill to the Council of Ministers. This figure is based on the maximum taxable reference income to qualify for the aid. The bill is aimed at households that are between deciles 1 to 5 of the reference tax income, i.e. up to 14,100 euros of reference tax income (RFR per share). To verify your eligibility, you will then need to verify your available reference tax income on your latest tax return.

What will be the payment date of the fuel allowance?

Bruno Le Maire had mentioned the date on Thursday morning 1 October 2022 as a possible effective date of this device. “From 1 October, in any case, this is the proposal we are making, we are establishing this fuel allowance for workers”, explained the Minister of Economy. The goal is to gradually replace this device with the 18 cents discount valid from 1 April and perceived by Bruno Le Maire as “emergency”, “massive” help but which must now give way to a “more targeted device”. This fuel discount of 18 cents for all is expected to disappear by the end of 2022, gradually increasing to 12 cents in October, 6 cents in November before disappearing completely from December 2022.

Unlike the fuel discount of 18 cents that was automatically taken into account at the pump, interested motorists will have to apply this time to benefit from this new aid. “Log into the site, claim you have a car, use it to go to work and get this help […]. The goal is very simple, it is to cover almost all of the fuel costs. “If the Minister of Economy has not further detailed the device, we imagine that you will have to enter the address of your home and place of work to obtain a estimate of the distances traveled in the professional field and to obtain adequate assistance.

A bonus on fuel allowance for large rollers?

“If you are a heavy roller, you get additional compensation”, explained Bruno Le Maire on 7 July 2022 to the microphone of Europa 1. Heavy rollers in the professional field will in fact be particularly affected by this new targeted fuel compensation system and the increase could reach 50% according to the project presented Thursday in the Council of Ministers. At the most, the fuel allowance will therefore reach 300 euros (200 euros + 50% increase). With “high rollers”, the government intends to target those who live more than 30 kilometers from their workplace and those who travel more than 12,000 kilometers per year in a professional setting.
